The American Petroleum Institute (API) is pleased to announce that we are sponsoring our annual Pipeline Information eXchange (PIX) forum. The 2023 PIX will be held at the Houston Westchase Hilton hotel on Wednesday, November 15, 2023, from 8:00 am to 5:00 pm, followed by a reception for attendees. In addition to the PIX event, a workshop will be held the prior afternoon (November 14) that will focus on the development of Key Performance Indicators (KPIs) and establishing performance metrics for liquids pipeline leak detection programs. Additional information on the workshop is described below.

API encourages broad participation in the 2023 PIX and the preceding workshop and requests that you share information about PIX with all your co-workers and colleagues.

As with the prior annual events, the PIX provides a unique forum for pipeline operators to openly share information and lessons learned across a broad range of topic areas, including pipeline system incidents, near misses, industry best practices, and improvements made to pipeline safety programs through practical experiences. The success of the PIX forum each year is made possible by API member companies and their commitment and willingness to proactively share information and drive continuous improvement across the industry through learnings from the experience of others. Please consider participating in the PIX and sharing your company’s experiences that will benefit other pipeline operators.

API recognizes there can be challenges to sharing information related to member company experiences or events, such as accidents or near misses, and offers several options to those volunteering to present on the method of information exchange. These methods include slides, handouts for participants, or an open conversation regarding a specific event or experience. Our goal is to encourage sharing and learning and work with pipeline operating companies to achieve that goal.  The PIX is strictly limited to employees of pipeline operators – no regulators, press, vendors, contractors, or members of the public will be allowed to participate.  This policy allows for an environment where operators can freely exchange information, learn from it, and avoid similar incidents in the future.

An initial list of topics to consider in developing the PIX agenda is listed below.

  • Lessons learned from incidents and incident investigations – all areas of pipeline operation (e.g, facilities, control room)
  • Personnel safety incidents and near misses
  • Damage prevention, excavation safety, and addressing hazards on the ROW
  • Sharing lessons learned in assessing performance of leak detection systems/programs
  • Facility integrity incidents and best practices
  • Asset Integrity – sharing lessons learned and best practices related to geohazard management, cracking, cycle management, corrosion, risk models, mega rule compliance
  • Data Integration best practices
  • Application of new technologies to pipeline safety/innovation
  • Public Engagement/Public Awareness
  • Practices and approaches being used to address ESG and sustainability

The list of topic areas was developed with input from members of the various API committees and work groups and is provided only for guidance – it is not meant to be restrictive, and we welcome other topic areas and ideas for information sharing.

Notification abstract acceptance will be sent to all submitters no later than August 25, 2023. The notification will include details and a slide deck template for developing presentations.

 

Liquids Pipeline Leak Detection Program – Performance Indicators Workshop

In addition to PIX, API is also sponsoring a separate half-day Leak Detection Program KPIs and performance metrics workshop on the afternoon of November 14 from 1:00 pm to 4:30pm, which will also be held at the Houston Westchase Hilton. The workshop is being sponsored by the API-LEPA Performance Excellence Team, which commissioned the formation of a liquids pipeline Leak Detection Subteam in late 2021 to lead the development of programs and processes that are targeting performance improvements in liquids pipeline leak detection systems and programs. The workshop will include a series of presentations by industry Subject Matter Experts that have significant experience in developing leak detection programs and applying various methods to assess the performance of individual systems and the overall leak detection program. In addition, the workshop will include open roundtable discussions on KPIs and performance metrics being currently applied by pipeline operating companies. The goal of the workshop is to establish consensus on a set of performance metrics that can be applied across the industry and allow for setting benchmarks and promoting consistency in assessing leak detection program performance.

As with the PIX, workshop is limited to only representatives of pipeline operating companies.

Reservations Deadline: Tuesday, October 31, 2023, by 5:00 pm, CT, or until room block is sold out.
After this date and time, reservations will be accepted on a space and room type availability basis and at the hotel’s best rate available.

Room Guarantee and Reservation Cancellation: A credit card guarantee is required to confirm and hold everyone’s reservation. Cancellations must be received by the hotel at least twenty-four (24) hours prior to arrival and a cancellation number must be obtained or the card will be charged for the first night’s room rate. Hotel is responsible for informing guests of this requirement. API assumes no responsibility. Any payments received by the hotel as a result of late cancellations or no-shows will be credited to API’s room block for attrition purposes.

Avoid Housing Scams

Note: API has not contracted with any third party for hotel arrangements and will not call or email you directly to make housing arrangements on your behalf.

Should you receive a call or email from a third-party provider, please collect as much information as you can and let us know immediately. “Room Poachers” have been known to act as representatives of API, or authorized providers of API, to offer room discounts or alternative accommodations to our attendees – often to the attendee’s detriment. These companies are not affiliated with API, and reservations made through these companies for our meeting cannot be guaranteed.

How It Works

This deceptive practice (called “room poaching”) is carried out by third‐party companies that act as travel agencies, wholesalers, or even API to solicit registrants for room reservations. The poacher might inform registrants that the hotel room block is “sold out,” and that if you do not book with them immediately, you may not get a room. Room poachers make it more difficult for us to meet our room block commitments, and expose us to penalties and increased room rates for our events. Room poachers often don’t deliver on promises to customers. When customers arrive, reservations are non‐existent or the hotels are not conveniently located. Sometimes the rooms have been cancelled and hefty cancellation fees have been placed on the customer’s credit card.

Don’t Be Deceived

If you are contacted by anyone asking if you need a room for the API Conference, please get as much information as you can (their name, company name, phone number, etc.) and pass it along to [email protected]. Always make your room reservation directly with the information provided by API or a trusted source.

API will use all legal means possible to prevent these groups from operating.

Cancellations, Refunds, and Substitutions:
Cancellations and request for refunds must be made in writing and sent to [email protected] by Friday, October 13, 2023. Cancellation shall be effective, final, and binding upon receipt by API. Cancellation requests received by Friday, October 13, 2023 will receive a refund of the registration fee less a $100 cancellation fee. Refunds are not provided for cancellation requests received after Friday, October 13, 2023 and will be processed in the original form of payment.  Substitutions are welcome.
